About Kaduna State Water Corporation

Kaduna State Water Corporation (KADSWAC) is a public utility owned by the Kaduna State Government, established under Edict No. 2 of 1971 and reconstituted by the Kaduna State Water Supply and Sanitation Law of 2016 to serve over five million residents. Operating as a corporate entity, KADSWAC’s mandate is to provide safe, reliable, and affordable water supply services to urban and semi-urban areas. The Corporation, headed by a Managing Director and supported by nine Directors, employs 692 staff. It manages nine municipal water schemes, five dams, and thirteen waterworks with a total installed capacity of 530.66 million litres per day (MLD). Its distribution network extends 2,553.8 km, reaching about 32% of the urban population.

The Managing Director Kaduna State Water Corporation (KADSWAC)

Managing Director, Kaduna State Water Corporation (KADSWAC), Engineer Kabir Ahmed Rufai holds a Bachelor of Engineering (B.Eng.) in Civil Engineering from Ahmadu Bello University, Zaria, and a Master of Science (M.Sc.) in Water and Waste Engineering from Loughborough University, United Kingdom. A dedicated and experienced public servant, administrator, and engineering professional, Engr. Rufai has over three decades of experience in water supply services, particularly in the operations and maintenance of water supply facilities, revenue generation, procurement, and contract and project management of water supply infrastructure. He brings to his current position extensive expertise in the implementation procedures of internationally funded projects, having worked with development partners such as the African Development Bank (AfDB), Islamic Development Bank (IsDB), and the World Bank. Prior to his appointment as Managing Director of KADSWAC, Engr. Rufai served as Project Coordinator for the Port Harcourt Water Supply and Sanitation Project (2019–2024), where he successfully coordinated a US$200 million initiative that included: • Construction of source works for raw water abstraction; • Development of a 144 Million Litres per Day (MLD) Water Treatment Plant; • Installation of transmission mains; and • Construction of service reservoirs and associated infrastructure. Earlier in his career, Engr. Rufai served in various leadership capacities within the Kaduna State Water Board, including: • General Manager and Project Director (2011–2015). • Project Manager / Assistant General Manager (Projects) (2008–2011). • Procurement Officer / Chief Water Engineer (2002–2008). During his tenure as General Manager (2011–2015), he oversaw major projects financed by the AfDB, IsDB, and World Bank, including the Zaria Water Supply Expansion and Sanitation Project, Zaria Water Supply Expansion Project, and the National Urban Water Supply Projects for the rehabilitation of Kaduna, Zonkwa, Kafanchan, and Saminaka Water Supply Schemes. Engr. Kabir Ahmed Rufai is a registered member of the Council for the Regulation of Engineering in Nigeria (COREN), the Nigerian Society of Engineers (NSE), and the National Water Supply Association.

The Administration Department oversees all staff-related matters and ensures the smooth operation of KADSWAC. Its responsibilities include managing official correspondence, maintaining and updating staff records, coordinating promotions, ensuring adherence to Kaduna State Government service regulations, and supporting management through secretariat duties. The department also upholds staff discipline, oversees employee engagement, and ensures that the organization’s mission and vision are effectively implemented. It operates through several key units, including Personnel, Transport, Estate, Training, Industrial Relations, and Corporate Communications.
Ensures financial accountability through internal audits, compliance checks, expenditure verification, and strengthening transparency.
Handles customer billing, meter management, revenue collection, tariff application, and customer database management.
Oversees strategic planning, policy formulation, project evaluation, performance improvement, and long-term corporate development.
Manages budgeting, expenditure, financial reporting, treasury management, and ensures sound corporate financial practices.
Coordinates water infrastructure construction, rehabilitation, expansion projects, contract management, and donor-funded project implementation.
Oversees the World Bank SURWASH program including sanitation, hygiene promotion, water access improvements, and project monitoring.
Responsible for water quality testing, laboratory analysis, ensuring chemical and microbiological safety, and compliance with national standards.
Manages daily water supply operations, treatment plants, pumping stations, distribution networks, repairs, and maintenance activities.
Oversees sanitation services, waste management support, hygiene programs, and urban/community sanitation improvement projects.
