Engineer Kabir Ahmed Rufai holds a Bachelor of Engineering (B.Eng.) in Civil Engineering from Ahmadu Bello University, Zaria, and a Master of Science (M.Sc.) in Water and Waste Engineering from Loughborough University, United Kingdom.
A seasoned public servant and engineering professional, he has over three decades of experience in water supply services, covering operations and maintenance, revenue generation, procurement, and contract and project management.
He has extensive experience in internationally funded projects, working with partners such as the African Development Bank (AfDB), Islamic Development Bank (IsDB), and the World Bank.
Prior to his appointment as Managing Director of KADSWAC, he served as Project Coordinator for the Port Harcourt Water Supply and Sanitation Project (2019–2024), coordinating a US$200 million initiative that included:

Engr. Kabir Ahmed Rufai is a registered member of the Council for the Regulation of Engineering in Nigeria (COREN), the Nigerian Society of Engineers (NSE), and the National Water Supply Association.
